I have to say I kind of agree on the idea, and against what others here say
I completely understand where they're coming from, but as long as we have any type of interaction I don't think this adds that much of a hole for abuse compare to just having the social aspect of Steam overall
Only thing I think is really needed there is blocking all links, and making sure its easy to see what is send it a message and not a system notification
Overall I think it is much better and about the damage they can do by sending spam links, what I mostly think is they already do that with comments, and there they are better off as they can hit more targets going public then sending you a private message with it
Adding to that friend request already has a cooldown, like comments have, so really not sure completely sure why anyone thinks its much worst for abuse
Only thing I can think about is cases of spam of the invites on our list that will be a pain, even more as we have limited friend space and invites also count in that
